Redmond, Oregon – The City of Redmond has officially approved the opening of two new marijuana dispensaries, marking a significant step in the expansion of legal cannabis retail within the Central Oregon city. Oregrown, a prominent Oregon-based cannabis company, is set to open its fifth retail location in Redmond, while The Flower Room, another established local business, will also establish a presence in the city. These approvals follow recent decisions by the Redmond City Council to implement regulations allowing for licensed cannabis sales.
Following a voter-approved advisory measure in November 2024, where 53.5% of residents supported allowing dispensaries, the Redmond City Council took decisive action on April 8, 2025. The council adopted a series of ordinances establishing a comprehensive regulatory framework for marijuana businesses. This framework includes a cap of one retail marijuana dispensary for every 10,000 city residents, a limit that currently allows for a maximum of three dispensaries given Redmond’s approximate population of 37,000. The city has also introduced an additional 3% tax on marijuana sales, with the generated revenue earmarked for the city’s general operating fund, potentially bolstering services like police, transportation, and parks.
Oregrown, a company with a history dating back to its founding in Bend, Oregon, in 2013, plans to open its new Redmond store at 2127 U.S. Highway 97, Suite 110. This will be the company’s fifth retail outlet, adding to its existing locations in Oregon and California. Oregrown’s general manager, Hunter Neubauer, highlighted the strategic importance of expanding into Redmond, stating, “Redmond for us is in our backyard. We know that there’s a lot of people that come from Redmond to Bend to get cannabis products.” The company anticipates opening its Redmond location around the holidays, estimating it will create eight to ten new local jobs.
The Flower Room, which already operates dispensaries in Tumalo and downtown Bend, will also be opening a new storefront in Redmond. The proposed location is on NW Fourth Street, situated near the Home Depot and across from a Goodwill store. Owner Alex Eakin estimates that The Flower Room’s Redmond dispensary will likely open next spring, contingent on city permitting and construction timelines.
Both Oregrown and The Flower Room must secure final licensing through the Oregon Liquor and Cannabis Commission (OLCC) before commencing operations. The OLCC oversees the state’s cannabis industry, requiring rigorous background checks, business plans, and adherence to strict operational and security standards for all licensed dispensaries. Redmond’s approval process itself was thorough, involving detailed application submissions that included zoning verification, land use requirements, comprehensive business plans, and background checks for all stakeholders.
The introduction of legal cannabis retail in Redmond is a significant development for the city and the broader Oregon cannabis market. With an estimated annual tax revenue of over $100,000 projected for the city, these new businesses are expected to contribute to the local economy. While the approval process navigated diverse community opinions, the recent council decisions reflect a move towards meeting voter-supported initiatives and capturing potential economic benefits from the regulated cannabis industry. The anticipated late 2025 or spring 2026 opening of these dispensaries will offer Redmond residents greater access to legal cannabis products, further integrating the city into Oregon’s evolving cannabis landscape.
