EU Proposes Tariffs and Sanctions on Israel Amid Gaza Crisis, Faces Internal Divisions

The European Union has unveiled its most stringent measures to date aimed at pressuring Israel to end the conflict in Gaza, proposing the suspension of key trade preferences and targeted sanctions against Israeli officials, settlers, and Hamas leaders. The European Commission’s comprehensive package, announced on September 17, 2025, signals a significant diplomatic escalation in response to the escalating humanitarian crisis and ongoing military operations in the Palestinian enclave.

EU Lays Out Tougher Stance Over Gaza

Leading the charge, European Union High Representative for Foreign Affairs and Security Policy Kaja Kallas urged member states to adopt measures that include imposing tariffs on certain Israeli goods and implementing sanctions on individuals deemed responsible for exacerbating the conflict. These proposals follow a review by the Commission that concluded Israel’s actions constitute a breach of the EU-Israel Association Agreement, specifically its essential elements concerning respect for human rights and democratic principles. The Commission cited the deteriorating humanitarian situation in Gaza, the blockade of aid, intensified military operations, and settlement expansion in the West Bank as key justifications for these measures.

European Commission President Ursula von der Leyen stated that “The horrific events taking place in Gaza on a daily basis must stop.” She emphasized the need for an immediate ceasefire, unimpeded humanitarian access, and the release of all hostages held by Hamas. The EU, historically a major donor of humanitarian aid and a proponent of the two-state solution, is utilizing its economic leverage in an attempt to force a change in course.

Targeted Individuals and Trade Measures

The proposed sanctions specifically target two prominent Israeli cabinet ministers: National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich, labeling them as ‘extremist.’ Additionally, sanctions are proposed against ‘violent’ Israeli settlers and 10 senior members of the Palestinian militant group Hamas. These sanctions, if approved, would entail freezing assets within the EU and prohibiting travel into European countries for the designated individuals. The package also includes proposed sanctions against Hamas members under the EU’s dedicated Hamas sanctions regime.

Economically, the most significant proposal involves suspending preferential trade provisions of the EU-Israel Association Agreement. This would effectively end tariff-free access for a substantial portion of Israeli exports to the European market, subjecting them to standard World Trade Organization (WTO) tariffs. The measure is estimated to affect approximately 37% of Israel’s exports to the EU, valued at around €5.8 billion to €6 billion annually, particularly impacting agricultural produce like dates and citrus fruits. Trade Commissioner Maroš Šefčovič noted that while the direct revenue from these new tariffs might be around €227 million per year, the political message and potential economic impact on Israel, already grappling with the costs of a prolonged war, are substantial.

Immediate Actions and Broader Context

In addition to the proposed tariff and sanctions package, the European Commission is also suspending its bilateral financial support to Israel. This suspension affects future allocations between 2025 and 2027, as well as ongoing institutional cooperation projects. Approximately €32 million in funds are being put on hold, though support for Israeli civil society organizations and the Yad Vashem Holocaust Remembrance Center will continue unaffected.

The EU’s decision comes amidst a backdrop of widespread international criticism of Israel’s conduct in the Gaza War, which began after Hamas’s attack on October 7, 2023. The conflict has resulted in a devastating humanitarian toll, with the death count in Gaza nearing 65,000 Palestinians according to health officials. Protests have swept across Europe, increasing pressure on EU governments to take concrete action.

Internal EU Divisions and Uncertain Future

Despite the European Commission’s decisive proposals, the path to their adoption is fraught with challenges. The implementation of trade measure requires a qualified majority of EU member states (at least 15 countries representing 65% of the EU’s population), while sanctions demand unanimity. Key member states, including Germany and Italy, have historically shown reluctance to impose punitive measures against Israel, and their opposition, alongside that of other nations like Hungary, poses a significant hurdle. EU diplomats have acknowledged that political lines among member states remain largely unchanged, making the passage of these measures uncertain.

Israel has reacted sharply to the proposals. Foreign Minister Gideon Saar described them as “morally and politically distorted” and vowed that Israel would not be coerced, warning of an “appropriate response.” Prime Minister Benjamin Netanyahu has also indicated that while the EU might attempt to impose sanctions, Israel will not be significantly affected and can overcome such pressures. Some Israeli officials have framed potential trade hits as a move towards a more self-reliant, or “autarkic,” economy, referencing Netanyahu’s recent public remarks.

The European Union’s proposed actions represent a critical, trending global news development, highlighting the bloc’s attempt to leverage economic tools in response to a protracted international crisis. However, the ultimate impact of these measures hinges on the ability of EU member states to bridge their internal divisions and present a united front, a outcome that remains uncertain.
